When you click the ADD TO CART button a new window or tab will open showing the item has been added to your Shopping Cart and now includes the shipping fee in the item price. You can click CONTINUE SHOPPING to find and add more items or go back to the first window or tab. If you are ready to CHECK OUT then enter your ZIP CODE (USA DELIVERY ONLY) and Calculate the remaining part of the processing fee. You continue by clicking the CHECK OUT or Check Out with PAYPAL button (if you have an active account). Clicking CHECKOUT will open a new window or change the tab to show your item(s) on the left under eCOLECO (our company account name) and on the right the ability to choose how to pay. You can still select Paypal and enter your email and password, or DON'T HAVE A PAYPAL ACCOUNT? and this will open a new page that allows you to enter your personal and financial information. Using a credit or debit card does not create a paypal account, but paypal processes the payment. You must enter the billing address used for the credit/debit card as the shipping address or an error will occur. Click REVIEW AND CONTINUE to see the order as complete and ready to finalize. If you still receive an error you may need to contact your card holder, or contact Paypal. If you have a Paypal Account and you use a credit card already registered or linked to that account you may have to log into your account and use your account to pay for your order!

After processing is completed you will see a completion of order page and the ability to quickly create a registered paypal account, if you wish, by providing a password linked to your email address. Having a paypal account allows you to see your transaction history and details of the order at www.paypal.com. Note: Paypal may slightly change these methods of placing an order from time to time.

It is a safe and secure Shopping Cart whether you have a paypal account or not. Click or and you will add that item to your cart which will appear in a separate window that opens, including shipping added to the individual price of each item. It doesn't matter which button you click. And when you are finished shopping you can check out quickly using the PROCEED TO CHECKOUT button after correctly checking your cart items
    You do not need to log into Paypal to checkout using the CHECK OUT WITH PAYPAL. Press the CHECK OUT button instead of CHECK OUT WITH PAYPAL. If you use Paypal you go on to enter your password, but if you press CHECK OUT your payment can be with a credit/debit card on the next page where you click DON'T HAVE A PAYPAL ACCOUNT? You will then have the ability on the next page to enter all your information. There is no extra charge for using your credit or debit card, and it is safe and secure. Note that we do not ship scooters outside the contiguous USA unless noted for some scooters to Canada.


  • In the area provided on your order be sure to include your Telephone Number and any additional information in the message area that will help your order arrive without delay. Telephone numbers help us speed up processing, assist in getting final details, and may be needed in rural areas to help in delivery. You may also want to clarify address information or order information, however if you use the Shopping Cart we must ship to your paypal confirmed address which is the same as your credit card billing address. If you have trouble with a confirmed address through our shopping cart system or want to have an order shipped to another address then see below.

  • Paypal also allows you to establish a Paypal account from which you may send Money to our paypal account, coleco@ecoleco.com or sales@escooterparts.com. If your paypal account has no funds then you can transfer money from your bank account to your paypal account by sending a check to paypal (echeck), electronically from your bank account to your paypal account (when you verify your account), or by using a credit card to add money to your account. You can send money to any merchant or person with an email account and there is no fee. We suggest using our Shopping Cart after you have added funds to your paypal account, but if you have trouble with a confirmed address or want to have an order shipped to another address then see below.

INTERNATIONAL SHIPPING FEES

  • If you are an INTERNATIONAL CUSTOMER then foreign shipping fees must be charged appropriately and billed or paid separately for your location as explained here. International Customers are all customers ordering outside the United States, and you must pay shipping in the shopping cart as a separate item (if using the best* option, your choice of USPS Flat Rate International Shipping Boxes*) or by being billed separately through Paypal for the same shipping boxes or for USPS INTERNATIONAL FIRST CLASS MAIL** WHEN AVAILABLE.
    * USPS International Flat Rate Priority Mail Shipping Boxes deliver faster and safer more dependable delivery.
    ** USPS First Class International Shipping may be available for under one pound orders by padded envelop where available, a much slower method.
    * * * There is no guaranty of foreign delivery completion for any order, and any damage may not be covered at all or in full by insurance. Buy at your own risk. * * *

    IMPORTANT NOTICE FOR INTERNATIONAL CUSTOMERS: International Customers who do not pay the shipping fee below and reply to our Shipping Due notification email for payment wishing to cancel their order will be refunded LESS the processing fee (effective August 13th, 2013). Each part in the shopping cart includes a Foreign Processing Fee in addition to the part's listed price, as stated in the shopping cart. This is for the customer's convenience in determing the order total prior to checking out. Each part on our website has a description with a link to this HOW TO ORDER page for an explanation of the separate and necessary International Shipping Fee charges and the payment of these USPS established shipping fees for International shipping. The link is, "PAY YOUR UNPAID INTERNATIONAL SHIPPING." If a Foreign Customer decides not to proceed with an order by declining to pay the International Shipping Fee after processing has begun and the email notification has been sent then processing is considered to have been expended in full for that order. If no reply has been received to our email notification for shipping fee payment within 2 Weeks then an automatic refund can occur that cancels the order and credits back all but the processing fee portion of the order. If there are any questions or clarification needed then please direct them to us prior to completing an order.

    A Customs and Import Duties Fee may also be charged in country before the package receipt in the destination country and any additional charges are the responsibility of the customer.

    [OEM PART ORDERING: Many larger OEM Parts on X-treme model parts pages and X-treme Scooter Model orders cannot normally be shipped internationally. If we receive an international order for OEM small parts from a foreign customer we will try to order and receive the parts in our warehouse and reship them abroad for the International Shipping fee AND a 25% handling fee (of the part cost itself) billed separately through Paypal. Any further expenses associated with the order will also be passed on to the International Customer prior to shipment. Be sure to use a valid email address for communication since we cannot process your order otherwise.]

    Any shipping stated as included in the price of an item in the shopping cart is utilized for USA shipping only, less adjusted shipping, handling and processing, OR for International Orders this addition to the price per item in the shopping cart reflects the inclusion of the International Processing and Handling Fee for the item, which is not refundable, and the International Shipping Fee is the minimum International Overseas fee for a Small USPS International Flat Rate Box. Once each order's Shipping Fee can be determined either by the customer or us (if emailed first) then the shopping cart buttons below can be used to complete the shipping box size purchase required. It is the responsibility of the Foreign Customer to make a determination for which size box is adequate to ship an order, or email us for help if uncertain. The International USPS shipping fees (flat rate boxes) are established by the US Postal System and have been changing often. Currently, subject to change, the shipping fees charged to the UK, Australia, and Europe start at approximatelly $33.95 for a small flat rate box (8 5/8" x 5 3/8" x 1 5/8". Maximum weight 4 pounds), $66.50 for a medium box (11" x 8 1/2" x 5 1/2", OR 13 5/8" Long x 11 7/8" Wide x 3 3/8". Maximum weight 20 pounds), and $86.95 for a large box (12" x 12" x 5 1/2", OR 23 11/16" Long x 11 3/4" Wide x 3". Maximum weight 20 pounds). There is no tracking or insurance available for the Small Flat Rate Box outside the USA. ALL USPS SHIPPING FEES FOR BOXES LARGER THAN SMALL FLAT RATE BOXES ARE NOW PAID SEPARATELY IN YOUR ORDER USING ONE OF THE TWO SIZE BOXES SELECTED BELOW. You can evaluate the shipping cost for yourself by visiting the United States Post Office site where you can calculate shipping to any destination from the United States by various means including flat rate boxes we exclusively use. We only ship using flat rate boxes because they are the fastest safest means of delivery. Here are a few of the options for USPS Priority Mail Flat Rate Boxes to CANADA, subject to change: Small Flat Rate Box - $24.95 (no tracking or insurance), Medium Flat Rate Box - $45.95, and Large Flat Rate Box - $59.95. You will select and pay in your parts order separately for the shipping fee box using the shopping cart buttons below. If you are in doubt of the size box you need please email us for help making this selection.

    All orders shipped internationally have a risk of not being properly delivered or taking longer for delivery than normal and this risk is assumed totally by the customer at the time of order. Foreign orders normally cannot be tracked fully in transit and insurance may not pay completely for loss. If a package is lost all that can be done is to place the order again, if you choose to do so, at additional cost and wait for any possible action provided by the US Postal Service who follow up on claims of Medium and Large flat rate shipments (Small Flat Rate Priority Mail Boxes are considered lost with no option for recovery or refund - ORDER AT YOUR OWN RISK or pay for medium or large flat rate boxes to help insure delivery). There is no guaranty by us that you will receive a refund or the ordered parts once they are assumed lost. However to date very few packages have failed to be delivered using Priority Flat Rate Mail for delivery. Some orders have returned due to inability to make delivery. Those can be reshipped once the address is corrected and the shipping fee has been paid again.

      Signature Service prevents carriers from leaving deliveries on the porch unattended or exposed to the weather but requires a signature for delivery. Claims for loss or damage are processed in a timely fashion by the issuers and we will notify you of the progress as we know ourselves, but we in no way maintain responsibility for the claim or the length of time that is necessary for resolution of the claim. Payments made for these services are not refundable under any circumstances and these services are only available at the time of the order for parts or scooters. If more than one package is required for delivery and only one service is paid for the entire order then the more expensive item will receive the service application unless the customer pays for additional services.

    • When you use the Shopping Cart processed through Paypal you must have your items shipped to your credit card's billing address or Paypal will reject your order! When they ask for the shipping address they are asking for the credit card billing address.


    • If you want your order shipped to another address we will still require your credit card billing address or we cannot process the order by telephone.

    • If you have trouble with a confirmed address through our shopping cart system or want to send an order to another address other than your confirmed address then there are two ways to procede.

      Use your credit card and we will charge you through another service in the same way we would process a phone order in the next section. We can ship your order to any USA destination. However, we cannot make refunds.

    • We now use another service to process mail and telephone and text orders where customers prefer not to use the Paypal Shopping cart system or prefer to call or text us with their credit card information. An extra fee is charged at the rate of 10% of the order total! Customers can also have orders shipped to another address as long as all the following required information is provided:

      EMAIL the information about the items you are ordering by description, item number and details including price each with included USA shipping, that can all be obtained by first using the shopping cart to gather your order, entering your zip code to adjust the order's shipping and handling, and the total at the bottom just before checking out. Note that this page will include items with shipping included per item but not the final handling inclusion Paypal adds when you enter your zip code.

      Finally in the email you must provide your personal information for shipping purposes:

      A copy of the credit card receipt will be emailed. Orders cannot be refunded for credit card Telephone Orders.

      THE BEST TIME TO PLACE A TELEPHONE ORDER IS MID AFTERNOON, MONDAY - FRIDAY. If your call is answered by the messaging system then you can wait for the beep and state, I WISH TO PLACE A TELEPHONE ORDER. Hang up and if your phone number is recorded as a personal number, not a business number, then you will receive a call back at which time your order will be recorded. You can go ahead and email the order items and information requested above. Remember, telphone and text orders (281) 317-7307) are for USA CUSTOMERS for USA DELIVERY. Telephone orders are subject to verbal errors and misunderstandings in communicating information to us and you must assume ALL liability and expense involved in correcting any errors made by placing an order via telephone.     MAIL A MONEY ORDER CHECK

    • Print the shopping cart page after you have added all the items you wish to purchase. These items already have normal shipping and handling included for the lower 48 USA states only, with some exceptions to Alaska and Hawaii. For other destinations you can email for the additional shipping amount. Get a Money Order type check from a USA bank or bank branch, USA post office, or USA convenience store for the total amount in the Shopping Cart payable exactly on the pay line to FOWLER. Money Orders received with anything other than FOWLER on the pay line will be returned. We reserve the option to charge a small handling fee for return of money orders incorrectly made payable! We do not accept personal checks or money orders or postal money orders from sources outside the USA with the exception of bank money orders on a USA branch bank in US dollars! Money orders still must process for 5 - 7 days through the bank before clearing and fund transfer. In the rare event that some item you have ordered becomes unavailable then a refund will be issued through Paypal's Send Money option to your provided email address. You can have Paypal send you a check for that amount after they contact you.

    WHY A VALID EMAL ADDRESS IS IMPORTANT

  • A vailid email address is important for most all merchants. Like us, most merchants on the internet rely on other processing agencies like Paypal to receive and distribute your submitted funds. When you use the shopping cart system for most merchants it is processed through Paypal, or Ebay who owns Paypal. The transaction is recorded with a transaction number and provided to the supplier of the part, scooter, or service you have specified. Paypal, for us, is the entity who holds and distributes the funds, and sometimes makes refunds when orders are made in error or we cannot supply what is asked of us.

    THIS IS WHY A VALID EMAIL ADDRESS IS SO IMPORTANT. If you just make something up and then forget or have no access to that email address then refunds can never reach you. If you make a purchase using a credit card and the order cannot be processed for shipment then a refund is submitted back to Paypal according to the email address you provided. You can opt to use those funds for another internet purchase, or to send money to another email address, and even have the money sent to a bank account when you are registered and verified with that email address. The cash will be available, simply and easily to your needs or back to your bank. The alternative is to file a credit card charge back, a long and deliberate process, that will eventually get a credit back to your credit card. It is so much easier to just use a valid email address and allow the funds to be used or refunded to your checking account.

    Another reason for using a valid email address is tracking and contact information. We send periodic tracking and report information to your email address to let you know the status of your order. Most customers want to know when an order has been shipped and when to expect it. Shipping and handling is already included in each item placed in your Shopping Cart for the contiguous 48 USA states. Some states might require additional shipping for heavy items like scooters above the shipping fee included in the total. We reserve the right to advise you that shipping may cost additional after you order. Generally some parts of the northeastern and northwestern United States might rarely need a shipping adjustment for heavy parts, and scooters shipping to the east coast or northwest coast may rarely require some additional shipping.
